 Taxes & Incentives

South Dakota is business-friendly when it comes to tax climate. The state ranks an impressive second in the Tax Foundation´s 2016 State Business Tax Climate Index. With no corporate or personal income taxes, no inventory tax, no inheritance tax, no personal property tax, and low sales tax, it just doesn't get much friendlier than that. According to the Tax Foundation, every type of firm in South Dakota has a lighter tax burden than the national average - 33% lower for the average firm. Businesses also benefit from low property and unemployment insurance taxes.

The City of Freeman, through Hutchinson County, offers a local Discretionary Tax formula on new construction. This formula was established in 1992, and is designed as an incentive for economic development in the City of Freeman. The formula works like this: 75% reduction of property taxes the first year, 50% reduction of property taxes the second year, and 25% reduction of property taxed the third year.

The distribution of the tax levy for owner occupied homes in Freeman in 2022 is as follows: City of Freeman - 8.339; Hutchinson County - 2.512; James River Water Development - 0.063; Freeman School District - 9.716
